He is suppose to be a playable hero but not have any faction restrictions. This means that both United Creeps and High Elves would be able to pick him in a non-AP game. Still, if one side would select him he would no longer be available for the other team.

Yar, I should probably clarify things, but I got lazy earlier so just posted it. Poltergust is suppose to dispel to dispel the area that you target, then next time you use it it will be a single target nuke dealing damage dependant upon how much you dispelled. I also suppose how 'exciting' a hero is...
