Against heroes,incarnation has no problem.Against mobs,he has quite some issues.He's a hero which can push,but can't fight back if his mobs aren't alive.Generally I'd use his nuke in combination with his innate on creeps(or a hero if they're aruond) to have that AoE damage.But his strongest point is that if he has an army,he can keep them alive for a long time (due to his altar).So I think it balances out as he is a monster if he has an army,and a mere single target nuke harasser when he isn't.What I would recommend is lowering his innate's cooldown.That way he has a little easier time controlling the crowd but not by that much.
