Bugs:
- Decoy Mend doesn't work (and sometimes fatals)
- Decoy counters don't work

Ebb and Flow still can't be dispelled properly.

I also think there are some minor text errors with the hero descriptions still showing old spells (DW and SB).

EDIT: Incinerate's -s displays weird values.

Changes:
- Carnage (aka Rend) damage reduced and the speed at which it flings body parts reduced, mana return reduced, cooldown increased
- Ebb and Flow rates reduced
- Degen range graphic changed
