O where did they say this, its entirely possible considering how often blizzard has changed their minds during the dev process, I just hadn't heard anything like that yet.

Yea, SC2's story is pretty fucking transparent. Reviving Kerrigan was only a surprise to me because i didnt think they'd go with such a simple fucking plot. And the whole hiring fucktard to kill kerrigan (who is inexplicably part of some prophecy - wtf why are there prophecies in sci fi? keep that in warcraft) because duran would know she's the only threat. And of course, all the hybrid experiements are being done by the terran. So if Mengsk isn't Duran himself, he's certainly under his heel.

I'm not so sure Mengsk had anything to do with Duran as Duran always seemed to have a group of Terrans under his control that were like a splinter group from the rest. Also Mengsk intended to destroy the facility where the Hybrid was, along with all the researchers involved. If he had genuinely wanted to advance hybrid research he probably would have wanted the people who worked on it first hand alive. Also whats up with Duran having shapeshifting powers!

One of the conversations, I believe it is with Horner, right after you get the secret documents to unlock the bonus mission. Mengsk had given orders that all scientists at that facility were to be killed.
