Under what WC3 version does Exodus work best?

I would assume 1.23. It's the last version before they removed forced up casting through function returns (namely H2I and I2H).

This site offers 1.2b, but I've seen a 1.2c.
Which version should I use?

Elreth ended up releasing a version of Exodus that fixed some of the bugs from later patches to WC3 itself. Might ask him if you see him around.

1.2b's the last version i made. Siege/Elreth made 1.2c and maybe higher? Probably better than my release, dont think much was changed.
