Hero Idea - Arbiter

Model: Fel Orc Warlock (Reskinned)
Attribute: Intelligence
Faction: Fel Orc

Gains:
STR - Medium
AGI - Low
INT - Medium

Innate:

Ether Breeze (Single Target Buff)
Increases an ally's attack speed by 30% and refunds them 20% of the mana they spend on spells. Lasts 60 seconds.

Skills:

Divine Storm (Large AoE Target)
Deals low INT damage in a large area of effect. Talents add a small damage over time or a small dispel effect.

Holy Champion
(Small AoE Target)
Sacrifices units in a small area to create a Holy Champion. The current HP of the units sacrificed is added to the maximum HP of the Champion. Damage is augmented as well. The Champion has a medium base HP so that he may be summoned without sacrificing, though he will be considerably stronger if units are killed. The Champion has cleaving attack and possibly some kind of aura, maybe through a talent.

Winged Escape (Single Point/Unit Target)
The Arbiter summons a holy bird to transport him from point A to point B. Can be used on allied heroes to bring them his position. Has a large range, but moves slower than Dreamrun, and if the bird is killed or snared, the hero is dropped. Talents may increase bird speed and hit points.

Scales of Justice (Medium AoE Target)
Debuffs enemies and buffs allies in an area. Enemies will be weaker to the effects of Evocation damage and will take damage every time they attack. Allies will have resistance to Evocation damage and will be healed every time they attack.

Ultimate:

Sanctuary (Channelled AoE Target)
Renders allied units in the Sanctuary immune to the effects of enemy magic. If they are targeted with an Evocation spell, a percentage of the damage is reflected back on the caster. Relatively short duration.

The winged escape spell is bad because its a pure escape skill. You may be able to save allied heroes ( for a single skillpoint ) but I cant see anyone wanting to put more points into it ( except the teleport is too expensive freaks ). His other skills also dont exactly make him look like a chaser with only a single low damage skill.

The Bird could provide a slight AoE HOT (Heal over time).

I like the abilities for the most part. Holy champion is definitely a new idea for a spell, and Sanctuary could be killer in a firefight. The only thing is that if this is supposed to be a Fel Horde hero -- who are orcs driven mad by demonic power, are led by demons and out to conquer the world -- why is he using divine magic? After all divine magic is good, and the Fel Horde is evil. Plus, we already have the Divine Wizard on the Elven Battalion side -- but he only has one 'Divine' spell to speak of, and that's Holy Strike. It stands to reason, though, as he's a Wizard, not a priest.
