[FIXED] Active Items, Tempering & Cooldowns.

I'm not sure if this is a bug or not, I figured it's worth posting in any event.

Amulet of the Sun when used gives a 6% damage (at base) buff around your hero for 30 seconds, combined with -temper the cooldown is removed (normally it's about 30 seconds) thus one can keep it up for every creep wave through tempering. Not sure if it's supposed to work this way or not, although spamming item abilities like this seems unfair to me.

I have also had it do this for The Storm Hammer & Black Dragon's Heart, although both those abilities cost mana & the previous sentries are removed after tempering The Storm Hammer.

I am not sure if this occurs the other upgradeable active items.

Amulet already gt a nerf, mow I'm not saying this gonna happen again, but keep that in mind when referring to the bug.

It happens with all the active items, however it's not 100%, but frequent enough, if used correctly could be slightly problematic. This is something I've already brought up to Yak on further how much -temper effects game play.
