Civilians walk to your feedlot if you have units near them ( thats why you should try to get as much control over the city as possible aka push all the time ). Then they are butchered and their parts are reassembled to 3 units you request. There is a delay between using points and them getting refilled to prevent mass unit spamming by hoarding civs.

Originaly they provided most of your upgrade energy, and probably will again when upgrades return.
