Item Suggestion(s): Deja Vu & Amnesia Dust

Okay, the items I suggest are consumables which would be purchased from the item shop at the main bases, so as to not be available directly on the battlefield.
Deja Vu: Refreshes all cooldowns at the cost of 250 mana (Self Target).
Amnesia Dust: Sets off target's cooldowns (if the ability is up, the cooldown will be shortened by 50%) at the cost of 300 mana as well as silencing the user for 6 seconds (single target; hero only).

I figure they would cost 400 gold each with a single charge and a significant cooldown, like 5 minutes at least.

Note: I placed the silence on Amnesia Dust as shutting down another hero's abilities would be unfair without a drawback, this way the victim has a sporting chance, even a chance to counter with Deja Vu.

Item abilities would not be refreshed or set off.

Also, I'm having a hard time coming up with a good number for the mana costs as too much punishes non casters and not enough seems overpowered, so another way to go would be to make it cost a percentage of one's mana pool, say 15% for Deja Vu & 20% for Amnesia Dust, the numbers can obviously be adjusted.

Those seem incredibly overpowered for their cost (both gold and mana). A cooldown refresher is interesting, but I think something as powerful as that (considering some Ults in EotA) would probably need to factor something like crystal into their purchase, if they were to be included at all.

Scarab and Soulbinder definitely need a third instant heal non-consumeable.

Double Mortal Strikes. Double Swoops. Double Aero Holds. Double AoO. Double Cataclysm. Double Shell.

Notice how none of those are ults? :P

However, the CD procking item is cool, but would need to be more expensive (1200? for a perma with a 2-3 minute CD?)

Setting things off on cooldown is kinda cool, but really cruel. It would probably have to be very expensive, with a high cooldown (the 5 you mentioned...) and tops 2 charges, not permanent. It's too great of an investment to make permanent.

*Also Leek, isn't Cataclysm GT's Ult? lawl. But you made your point.

I don't usualy shoot down ideas flat out, but you can rule out anything resetting cooldowns unless its hero specific and designed to go with that hero.

And any suggestions like "reduce spells cooldown by 20%" are impossible with the wc3 engine.

Not 100% true about reduce spell cooldowns. Without workarounds, yes it can't be done. But truth be told, there are work arounds. >_>

You can simply set all abilities to 0 cooldown, then utilize timers and trigger checks, upon starting to cast, it can check of the timer is done, if done do nothing and allow spell to cast if not done interrupt the casting order disallowing it to finish. And of course you can use outside source cooldown indicators.

Same thing with reducing mana cost, no direct way to change it, but similar workarounds can be done.

This could get out of hand way too easily. As Reaper touched on, a "double" Vengeance would be hugely overpowered.

I don't really see the point of this, its just a way to socialize EotA imo. Making it so no hero has a creative edge. Cooldowns and mana costs are part of what make the heroes different. Nulling that would be totally wrong.

Deep Freeze is Tyrants Ult. Frozen Cataclysm is his AoE (shoots a frozen snowball thing).

its actually called Arctic Cataclysm, which sounds alot better lol

yeah Glacial Tyrant just, to me, seems like another Rune Knight. I never could get the Impenetrable Barrier talent to work though.
