Random thought I wanted feedback on: Would you say the game is more balanced at various level ranges than others?

(I know they can't really be taken in a vaccum, but I'm curious about responses anyway)

Less balanced at high levels.

It's most balanced around earlier levels and starts to get really evident which heroes kick ass after about Level 45ish.

I was hoping for some more narrower replies, ie "Around level 15 is the best time for balance"

Well it's difficult to pin-point because there's a lot of factors that can affect "balance". Generally, heroes with high damage nukes tend to be guaranteed moar imba in the early game (Lich, Inf, etc.) Since people aren't farming the money to buy Life Orbs +5 and whatnot, there's not much defense against nukes like this apart from potions or AMS pots (which require you to be in town and anticipate). Low damage nuke heroes, buff heroes or AoE heroes without disables tend to be less effective in the early game for obvious reasons.

Pinpointing an exact level is hard to do =\. I guess to please you, I'd guess about 14 being the time when heroes are most balanced?

Probably around 15-25 if I had to try and pinpoint it
