I voted for him, Rue and Time Cleric to spite this thread. However to be fair, late game the DW can generally wipe out a spawn wave with his nuke, which makes sieging easy.

Imho. Rue is really good at staying alive and at moving troops around more then he is base-sieging. He's good at indirectly causing base sieges, but he has no effective instant AoE nukes and he relies on hero harassment to prevent his own troops from dying. Tracking unit kills/building kills seems stupid. Most of the time last hit within those is luck if it's not done by a skill, and as far as units go not every hero is great AoE dps.
